EDIT: Heck, it could be the Breeder's Lab. The one stop area for whatever you need from drugging your monster to raise it's stats (thought tha lowers it's lifespan) to splicing and evolving your monster.

Don't be afraid to add stuff in the earlier towns, even if some of us won't bother going back to do them. It'll be good for the newer people.
